This paper presents a framework that constructs a tool knowledge graph from tool schemas and fuses it with a domain knowledge graph from internal documents to improve in-context planning. Using a deep–sparse integration strategy, it aligns tool dependencies with procedural knowledge, enhancing the generation of exemplar plans for complex workflows. Experiments show the approach effectively models tool interactions and improves plan accuracy, benefiting tool-augmented reasoning and overcoming the cold-start problem in planning for business assistants across many domain-specific tools.
